If the person is in the same frame of reference as the object the person will see the real state of motion of the object and if the person is in different frame with respect to the object and if the frame of reference of the person is not static.

According to theory of relativity, the person may see the different state of motion of the object compared to the person in the object’s frame of reference.

For example, if we consider a sixer hitted by a batsman, the persons present in the stadium can view the motion of the ball in every second but the same motion can’t be seen by a viewer at a distance from the stadium. For him the ball will be in air for some time due to time dilation mechanism of relativity.
