The basic concept of decentralization is "sharing of power from top to bottom". The idea behind decentralization is that like for any tree to be fully developed, roots need to be fully flourished and affirmed, that means for democracy to be very successful only rule from the above is not sufficient. We need to accommodate and provide opportunities to the people at the grassroot level to participate in the decision making process. Hence, political decentralization basically means division of power or sharing of political power from grassroots to the parliament. To raise the voice of the common people, to meet the basic needs of the people, proper implementation of government schemes etc. proper channelization of resources are the basic work of the elected member in the Panchayat and Municipal election. The 73rd and 74th Amendment Act provided a great strength to the local politics as it also provided representation of women in the local level government.
