It is the Old Age like our grandmother and grandfather. This is called second childhood because in this stage that person losses teeth, taste and eye sight and start forgetting things. He start depending upon others for their needs like a children do.

Second childishness is that period of old age where one demands the same care as a child requires. Without proper memory, recognising power, teeth etc make these two even more similar. 

Old age is referred to as second childishness because these people move from 'independent' to 'dependent' strata of the society which also means there should be someone to look after them every moment just like a child.
