Let length of rod be L1
Length of new rod will be 2/3 of L = 2L/3

Ratio = old length : new length = L : 2L/3 = 1 : 2/3 = 3:2

Area = 14*Breadth (Given)
L - B = 9 (Given)

Area = 14B
L*B = 14B  (as Area of rectangle = L*B)
B+9 = 14  (Substituting value of L from second equation)
B = 14-9 = 5cm
