From the picture we can see that Indians surrounding had a hard time dealing with the circumstances they were in mainly because of starvation, there were limited food or less than what a stomach requires to fill .
The man in the picture is obediently spreading his hands with the cloth to use it as a bag near the distributor for him to eat or maybe for his family to be fed with very little they get from them.
This happened mainly because of the bad transportation of food at that time.
