The only stable way to get sea water near the sea bed to freeze, is to freeze all the water above it. The maximum density for water occurs at a temperature of 4C, so in a cooling situation, the bottom waters are at that temperature until the last bit freezes.

As a Dominican priest once told me: “Water expands when it freezes so the fish won’t die.” Your mileage may vary…
