Are teachers allowed to give homework to homeless students?

I assigned homework ( Monday to Thursday) to all my students when I taught a Special Day class for students with ED and BD (Emotional Disorders and Behavioral Disorders) grade levels K -6. Here's what I did. I opened my classroom to students, 45 minutes before school and it was open for a half hour after school. If students had homework to do, needed a safe place to go before or after school, or needed access to school supplies, my classroom was the place to go. Many of my students and their parents were homeless often living with friends, staying at other family members homes, camping in their cars, or were in tiny apartments and hotel rooms. So my task was to make school a safe place, that was less chaotic than where many of them lived. It meant I had to come in early to open the room, but I used upper grade students as homework tutors, so I had help. As the school year went by, my relationship changed with many of my students and their parents, becoming much more congenial and cordial. I was still a teacher and was still Mr. Clark, but classroom management became much less difficult. Parents became more cooperative. This shouldn't be a surprise, if you know about Maslow's hierarchy of needs. If a child feels safe, is warm and fed, and connected to a community, it is truly amazing what they can accomplish academically and socially . If parents see that a program is working for their child, they are usually ready to help as well.
