In My Opinion Peace and Harmony Can Be Established into a state where the president, ruler etc. is wise and literate. A literate man knows how to handle his territory. Just see when the foolish king was ruling how the blame passing game was happening in the Thief's Death Case. Imagine if there would be a wise ruler then the culprit would have been caught on the same day. It also affects the public of his kingdom.
