Under the Delhi Sultanate followed two forms of land revenue generation. India had predominantly been an agricultural country, hence the main source of income was land. The two forms of land revenue were the following taxes;

(i) Usher: Usher was a form of Islamic tax which was levied on the land owned by Muslims. It was the 1/10th of the total production of the land. 

(ii) Kharaj: Kharaj was a form of Islamic tax levied upon the land owned by Hindus. It varied between 1/10th and 1/2th of the total production of the land. 

Being a Muslim rule, the policies were inspired by the Islamic laws/Sharia laws.
