Planning for Disaster Management can be done best by the community. The people who are affected can give comprehensive and up-to-date information about the disaster. They can also tell us about the resources available to cope with it. The local people are aware of the traditional coping mechanisms. They can respond immediately and can be given technical backing. Too much of dependence on external resources may be less effective and time-consuming.

The Village Disaster Management Committee should form separate teams for the following purposes:
1. Early warning and communication 
2. Search and Rescue  
3. Evacuation and temporary shelter management
4. Health and First Aid
5. Relief Co-ordination
6. Water and Sanitation
The committee should make and follow a strategic plan. The members should be trained to face disaster with confidence. They should monitor and evaluate the work after the measures are implemented. They should co-ordinate their work with the work that is being done in other villages.
