First of all we should write the basicity of following acids
H2SO4=2
H3PO3=2
H3PO4=3
HNO3=1
As we know N=basicity × M
solving all we get Normality of H3PO4=3 which is maximum .
Therefore solution of 1M H3PO4 will have highest normality
