During his time as a prime minister he sought to improve India and Pakistan relation by travelling to meet with the Pakistan prime minister. In 1999 after a battle between these two countries, he invited Pakistan president to India to discuss restoring good relations and it resulted with a treaty establishing agreement in dealing with nuclear weapons to avoid accidents.

Furthermore the treaty aimed at promoting peace by imposing responsibilities to avoid conventional and unconventional conflicts. The treaty improved relations and overcame historical conflicts.
