because acids when come in contact with water which is polar compound, decreases the bond attractions between the atoms of the acid and thus acid releases ionisable H+ ions from it. Acids show acidic behaviour only on releasing H+ ions so in the absence of water acids Don't release their ionisable H+ ions so don't show acidic behaviour.
