The function of management being discussed here is controlling.

Controlling is the last function of management that involves monitoring the performance of the organization and comparing them with the standards set, or rather, ensuring that organizational goals are achieved by each progressive step.

The step being discussed is the third step, comparing actual performance with standards. As per the paragraph, the standard goal set was 250 units per day per worker, but it was observed that the daily production varies lesser than that, i.e., 200 - 210 units per worker.

The next step after comparing actual performance with standards is analyzing deviations. This means identifying the cause for unachieved goals. There could be a number of reasons for it, and it's important to analyze the cause for the deviation so that corrective action can be taken, which is the next step.
