The charges just as other fundamental properties of the system like mass. The only difference between mass and charge is that charge it both positive and negative but mass is only and always positive..
So, the basic property of electric charge is charge and mass......

➜Electric Charges are of two types.

By convention (assumption) one is positive and the other is negative.

➜Unlike charges attract each other and the like Charges repel each other.

➜Charge is Scalar Quantity.

➜Electric charges are quantised (in multiples of e). A net charge is due to accumulation of electrons or removal of electrons. Therefore a net charge Q = ne.
