The B-Cl bonds are indeed polar bonds, which is why it's dipole, due to the difference in electronegativity, but since the three Cl atoms lie at the corners of an equilateral triangle with the boron atom at its center, the molecule as a whole displays no polarity.
simply the net dipole moment cancel out due to symmetry
