The live wire is at high potential relative to that, because, well, it has to be to get any work done. If we need a potential difference to drive current, then one of the wires has to be dangerous, or there would be no point.

By making the neutral wire deliberately earthy we can put protection such as fuses in only the live wire and be in control of what happens in the event of a fault.
