When a cell is connected across its ends the current starts to flow in conductor.

Actually,the constituents of current is flow of electrons.

When an electrons started drifting from negative to positive terminal of a battery the current also flows in conductor from positive to negative terminals but in opposite direction to the flow of electrons.

The electrons experienced a force during their drift velocity and started to flow in conductor.

When it is not connected to battery electrons moves in all possible random direction and their net charge will be 0.
