☆ Firstly let's underline the verbs which are not in simple future and future continuous tense.

But whenever it rains, which is actually rare, desert flowers bloom and the whole desert looks like a tropical garden.

☆ The verb are only in simple present tense so we will convert the simple present tense word into simple future tense verb.

Answer :-

→ But whenever it will rain which will be actually rare desert flowers will bloom and the whole desert will look like a tropical garden.

In simple future we use will and shall as a helping verb but now a days the use of shall is not so required we can just use will as helping verb in modern English .
