let x be the speed of stream; speed of the boat at upstream=(9-x) kmph; speed of boat at downstream=(9+x)kmph;
so 3=(12/(9+x))+(12/(9-x))=12[{1/(9+x)}+{1/(9-x)}=12(9+x+9-x)/{(9+x)(9-x)}
while solving out this equation, you can find out that x=3kmph
