By the defination of pure substances they have fixed composition and the components are present in a fixed ratio. So why does sugar solution, air etc comes under mixtures ?

I think you are confused.
Mixtures have many components mixed together, therefore they are not pure.
Pure substances, have molecules or atoms of their own.
So, in the case of air, there are many gases dissolved, therefore air is a mixture, not a pure substance.

I think it helps
