Answer:

Let x be multiplied.

According to the question :

x \times  \frac{2}{3}  =  - 1 \\  \\  =  >  \frac{2x}{3}  =  - 1 \\  \\  =  > 2x =  - 1 \times 3 \\  \\  =  > 2x =  - 3 \\  \\  =  > x =  \frac{ - 3}{2}

So -3 / 2 should be multiplied by 2 / 3 to get ( - 1 )

Verification of my answer :

 \frac{2}{3}  \times  \frac{ - 3}{2}  \\  \\  =  \frac{ - 6}{6}  \\   \\ =  - 1
