It happens because in case of cities...due to huge population and ongoing actions on infrastructure and construction a lot of ground water is wasted which is even decreased because of uprooting of trees. for this reason water level falls down and we need to dig deeper to reach the level unlike that in the case of villages. where we find a lot of vegetation and less population and cemented complexes

A river is a large flowing water body that empties itself into the sea. Lakes are large water bodies that are surrounded by land on all sides.
