21% w/v H2SO4 means 21 g of H2SO4 is present in 100 ml of solution.

No. of equivalents of H2SO4 = weight / Gram equivalent of H2SO4
= (21 / 49) moles

Normality = (Equivalents × 1000) / Volume of solution
= [(21 / 49) × 1000] / 100
= 4.28 N
