Can a body be regarded in a state of rest as well as in motion?

yes a body can be recharged.For example, your sitting on ur desk chair are bodies at rest relative to each other. But to the fly flying around your computer screen, you and that chair are in motion if the fly thinks it's at rest. 
And that's what the theories of relativity are all about...velocity is always relative to some reference point.
