Yes, a country can be monarchy and democracy. Most eligible answer is England, where they have a queen but they are also given rights like in democracy... (they = citizens of England)

Yes,a monarchy can be a form of democracy(Constitutional monarchy)
in following ways-
1)The king/queen's powers are limited in constitution.
2)King or queen is an honorary position(government is elected and has most of the powers/all the powers,king or queen prevail but they are ceremonial heads.Eg-Great Britain.)
3)King or Queen is the supreme, elected head of the state but the constitution limits his/her power.(Eg-Malaysia,king is elected for a tenure of 5 years.)
