motion and rest are relative terms.
We define motion or rest with respect to some reference point. For example if i am in a train and you are outside it, if you see me for you i will be moving ahead along with train. But if you are sitting in train next to me in train i am not moving with reference to you.
Simply put motion depends on whether the object changes position with respect to another object.If an object moves away from another object , it is said to be in motion.But if both objects are moving and remain at same distance from each other then they are at rest with respect to each other.

Yes it is possible because an stone on the ground is at rest with respect to earth but at the same time earth is moving around the sun. That means everything on earth is moving so with respect to sun the stone is also moving. That is how the stone is in rest also and is in motion also.
