We can solve this using remainder theorem

x+1=0

x=-1

p(x)=x⁴-2x³+3x²-9x+3a-7

p(-1)=20

p(-1)=-1⁴-2(-1)³+3(-1)²-9(-1)+3a-7

20=1+2+3+9-7+3a

20=8+3a

20-8=3a

12/3=a

a=4
