Yes, development is possible without overuse. The term overuse can be used here in various contexts. Say for example, the overuse of natural resources.

When development adopts a healthy pace that not only meets human needs but also helps sustain the natural environment of which we are a part and parcel, it is termed 'sustainable development'. This does not mean there needs to be a compromise of human needs; it merely means finding out ways to meet our needs reasonably well while not compromising with our environment's quality.

Sustainable development for instance, would stress upon the importance of using renewable sources of energy over fossil-fuel derived energy, which disturbs, to a greater extent, the natural balance.

Yes it is possible to have development without overuse. This is possible if we practice sustainable development which involves using of resources judiciously. ... Instead of using groundwater resources for irrigation, sprinklers can be used.
