No, we can't call it as a democratic country.
As democracy means where people have a right to elect their own representative, But in China a single king rules and all the people listens to them thus its under dictatorship not democracy.

no china cannot be called as a democratic country because a single political party runs in the election. china held elections every five years but national peoples congress holds the authority of appointing the president of country. the communist party forms the government every time and there is no freedom for the people to elect their representative. these are the main reasons that china is a non democratic country
