A fuse is generally made of a material which has a very low melting point and can break off the circuit if excessive current is passed.
On the other hand, Copper wire has a very good conductivity and also because of it's high melting point, it doesn't melts and since the circuit is not broken, it causes a threat to the electrical appliances.
