Can you distinguish the functions of municipalities with that of panchayats?

The municipality of the country works in the metropolitan cities to provide health care, housing, an education institute and transport services to the people of the area.

Whereas the panchayat is a rural body that works for the local administration of the villagers that maintain ponds, roads and also to take verdicts on serious conditions.

Governance at village , small or large urban centers has been attracting attention at various levels in India for over a number of years. The idea is that Central or state governments can not do justice to the local issues through appointment of government staff . To promote participation of local people in local governance , local bodies like panchayats ( for small villages /towns for poulation between 10,000 and 100000) , municipalities ( for medium towns upto population of 100000 to one million) and municipal corporations ( for large towns with population of over 10 lakh) .

I am not sure about the limit of one million population for making an urban area a corporation . Perhaps state governments may have powers to form corporations with less population to meet specific objectives.

Municipalities or Municipal corporations have a wide range of functions , starting with basic infrastructure like Town roads , street lighting , water,drainage , primary health care , sanitation , Town planning , regulation of land use etc. Often since muncipalities depend to a large extent on state governments for funds , they fall abysmally short of fulfilling the basic civic needs of the area.

With increasing urbanisation and formation of bigger cities , the Corporations have come into being with more financial and administrative powers. The expectations from Municipal corporations are much more starting with a long term urban planning model , urban transportation , affordable housing , avoiding slums / making alternate arrangements , planning to meet major disasters etc

Municipal corporations have more financial and administrative powers compared to Municipalities , but they have large responsibilities also in planning and administering large urban centers which are the economic engines of the country.

Are they equipped adequately ??? In Developed countries , lot of importance is given to the administration of major cities , which facilitates reasonable quality of living , at the same time contributing to the economic growth. In India , the importance of sustainable development of urban areas is receiving due attention only recently
