Suppose we perform an experiment and let n be the total number of trials.
The empirical probability of happening of an event E is defined as
P(E) = number of trials in which the event happened/total number of trials
Now from the definition it is clear that P(E) ≤1 since total number of trials is always greater or equal to the number of trials in which the event happened

Hence 7/6 cannot be an empirical probability since number of trials in which the event happened cannot exceed the total number of trials

Note:- Empirical probability cannot be greater than 1
