None of these sentences is correct, but option B has fewer mistakes than A.  

The correct sentence here would be:

In the past tense:

She would not have sent the mail if you had not instructed her to.  

OR

She would not have sent the mail had you not instructed her to.  

In the future tense:

She will not send the mail if you do not instruct her to.  

The problem in both the options is with the tense. The tenses have not been used consistently.
