UNDPs criterion for measuring development in its annual report focuses on health and education indicators besides average income. Whereas, the World Bank compares country's solely on the basis of the average income of the people.

undp uses the creteria of human development index (HDI) .it gives us a clear information about the development of population in a particular area. it measures the development of the people on the following basis they are : life expectancy , literacy rate and per capita income..

while the world bank only uses the per capita income to measure the development of population in a particular area as it has  many limitations with regarding to the HDI .. like it doesn't show the life expectany  in the particular area . it also doesn't show whether the peoples are educated or not

HOPE THIS HELPS!!!
