CONCLUSION:
It can not be denied that, development will generate employment
opportunities and that there is a correlation between the increase in the growth
of industrial production and expansion of employment opportunities. Like
other developing countries, India have adopted planning as a method of
economic development to improve the well being of the masses.
In earlier years, emphasis was given on large scale industry for
maximizing the growth of development. Then it was assumed that, process of
economic development automatically solve the problem of unemployment. As
a result, more importance was not given on small scale and cottage industries
for rural development. But in recent years, there has been a growing emphasis
on rural industrial development as a means for tackling the problem of
economic stagnation, poverty and unemployment. Generally small scale and
cottage industries in rural areas are considered as rural industry. These
industries are generally labour based. Some of them enjoy the status of formal
sector like medium and large scale sector and some of them fall in the
category of informal sector. There is no possibility in short run for creating
much employment through the units of formal sector. But in case of
household or cottage industries which are informal, employment opportunities
would be fifteen to twenty times greater, investing the same amount of capital
in comparison to the corresponding units of the formal sector. Among the
different village or cottage industries, handloom industry is an old age
industry.
