let the divisor for all the dividend(the sides) be x.
=> the ratio = 2x: 3x: 4x
let the triangle be ABC
perimeter of triangle ABC = 13cm
=> AB+BC+AC = 13cm
=> 2x+ 3x+ 4x+ = 13cm
=> 9x = 13cm
=> x= 13/9cm
therefore sides of the triangle ABC are 
AB= 2x= 26/9cm
BC = 3x = 39/9cm
& AC= 4x = 52/9cm
now,

STEPS OF CONSTRUCTION
1. Draw a line segment AB= 26/9cm
2. taking A as centre draw an arc by taking radius = 39/9cm
3. now taking B as centre draw an arc by taking radius = 52/9cm. Intersecting the previous arc at C.
4. Join AC and BC.
