Simple: Boiling point is directly proportional to the atmospheric pressure/Pressure.At higher altitudes atmospheric pressure decreases as compared to the sea level. So the boling point of water also reduced.We know water boils at 100°c at atmospheric pressure. Now the pressure gets reduced. So water boils at below 100°c(say 90°c).
Now come into cooking ..It needs heat .Heat is directly proportional to temperature. At higher altitudes because of the reduced boiling point temperature as compared to the boiling point temperature at atmospheric pressure (100°c) ,After reaching boiling point temperature is uniform ..So the heat capacity reduced..so it will take longer time to cook at higher altitudes..
