Yes it could happen during a new moon

During eclipse earth's shadow covers the full /new moon . Thus, we can conclude that lunar eclipse happens during a new moon .

FULL MOON occurs in the lunar eclipse phase.
IT IS BECAUSE, ' DURING THE LUNAR ECLIPSE, THE MOON IS HID BY THE EARTH AND DUE TO THE SHADOW OF EARTH,THE MOON IS COMPLETELY HID AND CANNOT BE SEEN'

SO FULL MOON HAPPENS ONLY IN LUNAR ECLIPSE PHASE

NEW MOON never happen in lunar eclipse phase .
