Swach Bharat abhiyan is an initiative that might do more harm than good. First, we should improve other things like public health, literacy and the like. Swach Bharat abhiyan can come later. Moreover, improving public health and literacy will also make people more aware about civic sense. So that will also indirectly solve the clean India problem. The tax payers money that is going towards Swach Bharat could have had a much larger impact on the literacy rate of the country. With higher literacy there would be more earning, better living standards and irrevocably a better life.

There are only four avenues to mobilising such vast resources: increases in revenues made possible by accelerated growth; cuts in middle-class subsidies such as for cooking gas; elimination of enormous leakages in the myriad social schemes by replacing them with cash transfers; and accelerated disinvestment including outright privatisation. All roads to Swachh Bharat pass through the thicket of reforms.
