Disability is an obstacle if you believe it in your head. We have a very impactful person - Ira Singhal, UPSC topper 2014. She gave IAS exam four times and cleared it in all attempts but was not alloted a seat because of her locomotive disability. She did not give up but fought for her rights. She was successful in the end.
