The common property of a Lewis base is that it donates an electron and it will have more electron density which will make them donate more electrons. One of its examples is nitrogen.  Base strength is a measure of how readily the molecules ionized in water. The only effect to determine the strength is the inductive effect (+I).The +I effect increases with the increase in the alkyl group. Hydrazine has more numbers of lone pairs that can easily be donated as nitrogen isn't much electronegative hence it seems to be less basic than the ammonia itself as it can easily participate in a reaction.
