Rats were most common in the modern newly built areas of Hanoi. To get rid of rats a "Rat Hunt" was started in 1902. The French hired Vietnamese workers and paid them for each rat they caught. Those who did the dirty work of entering sewers found that if they came together they could get more money. the bounty was paid when a tail was given as a prove that the rat had been killed.

The French hired Vietnamese workers to get rid of the plague. But their efforts produced no effective results. Those who did the dirty work of entering sewers found innovative ways to earn from their menace.
A bounty was paid when a tail was given as proof that a rat had been killed. They had to produce the tails of the rats they killed as a proof. So, after clipping the tails from the rats, they were released by the Vietnamese and this process is repeated. Many Vietnamese even began rats to earn profits. The Vietnamese took opportunity to resist the colonial rule. Thus, the measures to prevent plague proved ineffective.
Thanks :)
