The lowest tier - Gram Panchayat is wholly directly elected body assisted by A panchayat secretary appointed by Govt.
Middle tier- The Panchayat samiti or Khand samiti-established at Block level and It comprise the members from Gram Panchayat area and this samiti is assisted by BDO appointed by Govt.
Third tier- Zila Parishad- Established at District level . Here the govt authority is the DM or any right authority.
It should be kept inimd that only the lowest level -Gram Panchayat is the directly elected body.
