As a whole and not considering individual personalities, there is a direction, or more precisely a resultant of the various directions of U.S foreign policy.
Of those that have an agenda; increase tax cuts for the rich and make the dying pay for this, these people are dominant. The Republicans have a sense of commitment to all the financial help, this makes them beholden to the oligarchy. Since they are in that situation, it is the oligarchy that is leading U.S. policy. There is no U.S. foreign policy. The only policy is to empower themselves. That’s it in a nutshell.
