We know that around 5% of the total Indian population tend is seemingly suffering from diabetes for a time period of more than 10 years.

Out of these people who are suffering from diabetes, 80% of them have Diabetic Retinopathy.

The probability of finding an Indian who is seemingly suffering from diabetes besides having Diabetic Retinopathy is 0.05*0.8 = 0.04.

The answer is 4%, therefore it can be said that 4% of the Indian population is suffering from Diabetic Retinopathy.
