Self rule is a form which most of the inhabitants are unsatisfied with, it leads to the accumulation of power in the hands of few people, and there is no distribution or spread of power , so whatever the ruler thinks is right  he implement those as this is not the case in democratic country as a bill is passed it should go through the parliaments for obtaining the support of elected representatives and will only be implemented if it has majority support. But self rule does not allow this factor and is dependant only on the ruler.
