When the civilizations have started forming, the country was divided into states based on the kingdoms in that region. So, basically, the cities and towns at that time were not complete. Later, magadha, the powerful of all mahajanapadas, was captured by the mauryas. First of all, mahajanapadas are the states that turned out to be more powerful than the janapadas. The mauryas took the consideration as advantage and took over magadha and basically the full country.
