The Sarkaria commission was set up by the central government of India in June 1983 under the chairmanship of Justice R.S. Sarkaria. The commission was set up to analyse the relationship between the center and states on various portfolios of the state. The commission submitted its report to the Prime Minister Rajiv Gandhi on 27 October 1987.
Some important recommendations of Sarkaria Commission:
Inter-State Council or Inter-Governmental Council is made by following Article 263.
Making of zonal council should be done again.
Use Article 356 for last option.
Chief Minister of the state should be taken for consultation while appointing Governor of that particular state.
Termination of Governor should have valid reason and there should be a secure 5-year term for him.
Powers of taxation should be dealt by the Parliament.
Other residuary powers should be in the Concurrent List.
State governments should be kept informed about the reason of holding state bills by President.
