The difference between the sketch and plan are

SKETCH -  is a drawing which based on the memory and without the use of scale for measurement.

These are rough drawings.

Mostly of indicative nature like indicating a route with arrows

These won't have many details.  

It is not sequential.

Only important places will be visible in the sketch, which acts as a landmark.

It's a pre-plan as it gives a rough sketch of the place based on birds view.

PLAN - is a diagram with measurement used by a scale which depicts the small area on a large scale.

Plans are a very systematic arrangement of the idea.

Because of its systematic nature, it gives out detailed information.  

It is not indicated as a sketch is. It shows the overall blueprint of the area.

Plans are sequential as it is well detailed and gives clarity to the viewer.

Plans show the technical detailing of a place. E.g. it will depict the whole set of a town with all the houses marked.

The plan is the finished sketch with the inclusion of all details.
